The reporter learned from the Municipal Ecology and Environment Bureau that the mid-term evaluation report of the "14th Five Year Plan for Ecological Environment Protection in Shenzhen" has been approved by the municipal government. The report shows that Shenzhen has made new progress in ecological environment quality, with the annual average concentration of PM2.5 reaching the World Health Organization's Phase II standard, and the air quality ranking first among mega cities in China.
Since the implementation of the "14th Five Year Plan", Shenzhen has thoroughly implemented Xi Jinping's idea of ecological civilization, with the realization of pollution reduction and carbon reduction as the overall focus, and continued to promote the precise, scientific and legal treatment of pollution, promote the comprehensive green transformation of the economy and society, and promote new progress in the construction of ecological civilization. The reform of the ecological civilization system has been encouraged by the supervision of the State Council. Maozhou River and Dapeng Bay were respectively selected as the first batch of "Beautiful Rivers and Lakes" and "Beautiful Bays" cases in China. Shenzhen has been successfully selected as a United Nations Biodiversity Charm City and settled in the world's first "International Mangrove Center". Dapeng New District and Longgang District were awarded the title of "Green Mountains and Rivers are Gold and Silver Mountains" practical innovation base, Guangming District was awarded the China Ecological Civilization Award, and Longhua District was selected as one of the first batch of cities and industrial parks for collaborative innovation in pollution reduction and carbon reduction by the Ministry of Ecology and Environment.
The green and low-carbon transformation is steadily advancing. Qianhai Cooperation Zone and Longgang District have been included in the construction of the first batch of carbon neutrality pilot demonstration zones in Guangdong Province. The National Development and Reform Commission has promoted the experience of Shenzhen's climate investment and financing reform twice. Futian District has successfully been included in the first batch of national climate investment and financing pilot zones.
New progress has been made in ecological environment quality, with the annual average concentration of PM2.5 reaching the World Health Organization's Phase II standard. The proportion of days with excellent air quality in the city has reached 97.8%, and the air quality ranks first among mega cities in China. Leading the way in the country to eliminate black and odorous water bodies throughout the city, the proportion of surface water reaching or better than Class III water bodies has increased to 95.2%, the proportion of excellent water bodies in 310 rivers in the city has increased to 73.9%, and the annual average of the Maozhou River Gonghe Village section has reached Class III surface water.
Shanhai Liancheng Green Beauty Shenzhen is solidly advancing, taking the lead in building an ecological protection red line supervision index system with Shenzhen characteristics in the country. The first Shanhai corridor "Tanglang Mountain Dasha River Shenzhen Bay" is fully connected, and the construction goal of "City of Thousand Parks" is completed ahead of schedule. The first national urban biodiversity white paper has been released and selected as the "Natural City Action Platform".
The environmental governance system of mega cities continues to improve, and GEP has been officially included in the assessment system for ecological civilization construction in the city and various districts. It has taken the lead in establishing a "1+3" regional spatial ecological environment evaluation system in the form of legislation, and has launched the first legislation on the full chain of ecological environment protection in China. It has successfully passed the evaluation and acceptance of the national "zero waste city" construction pilot project and has been selected as one of the 100+"zero waste city" construction cities during the 14th Five Year Plan period.
The joint construction and governance of the ecological environment was promoted in depth. Two sessions of the "the Belt and Road" Green Innovation Conference were held in a high standard. The goals and tasks of the "Guangdong Hong Kong Macao Greater Bay Area Ecological Environment Protection Plan" were benchmarked. The Shenzhen Hong Kong environmental protection cooperation special class regular meeting mechanism, regular reporting mechanism and "one-to-one" docking and liaison mechanism were gradually established. The regional ecological environment joint governance and protection achieved initial results. In addition, the "Climate Science Popularization and Public Welfare Promotion for Every Household" project in Shenzhen has been selected as one of the top ten public participation cases by the Ministry of Ecology and Environment, and the country's first natural school green book has been released.
